On May 25, 2018, the White House issued three executive orders concerning federal employees and the unions that represent them. The labor community views these orders as an effort to weaken federal sector unions and negatively impact employees.
The first executive order creates an inter-agency labor relations working group and gives agencies specific directions in preparing for negotiating collective bargaining agreements. The second executive order directs agencies to be more aggressive in terminating employees for performance and/or disciplinary reasons. The third executive order directs agencies to restrict the use of official time by federal employees under 5 USC 7131 to assist other employees with union representation.
PASS is in the process of analyzing these orders and in continuous discussions with the FAA. PASS believes many of the issues raised by the executive orders are already addressed comprehensively in the Air Traffic Organization (ATO) and Aviation Safety (AVS) collective bargaining agreements that expire in 2022 and 2021, respectively. Our CBAs remain in full force and effect, and we remain diligently focused on defending them.
