PASS serves as a voice for members on Capitol Hill and in legislative offices throughout the country, promoting aviation safety and the vital work of federal employees on behalf of the American taxpayer.

The 11,000 employees that PASS represents at the FAA and the Department of Defense are dedicated public servants. They have chosen to serve their country, and many are veterans of the armed forces. PASS works to protect their workplace rights and benefits by fighting back on any legislative proposals that would harm them. Cuts to retirement and health care benefits, attacks on official time, limiting appeal rights and mandatory furloughs are just some of the proposals that have been put forth by legislators in the past and PASS fights against every day. The union works with allies on Capitol Hill and other unions representing federal employees to ensure that these workers are treated with dignity and respect.

PASS represents several bargaining units at the FAA throughout the country and in several foreign locations, including the Air Traffic Organization (ATO), Aviation Safety (AVS), Air Traffic Services, Flight Program Operations and Mission Support Services. PASS membership is divided into five regions. PASS Regions I, II and III align with FAA boundaries and consist of employees in the ATO bargaining unit. PASS Region IV encompasses AVS employees nationwide, and PASS Region V includes employees in Air Traffic Services, Flight Program Operations and Mission Support Services.

PASS Region I includes Air Traffic Organization (ATO) bargaining unit employees, except those in Region V, in Connecticut, Delaware, District of Columbia, Illinois, Indiana, Maine, Maryland, Massachusetts, Michigan, Minnesota, New Hampshire, New Jersey, New York, North Dakota, Ohio, Pennsylvania, Rhode Island, South Dakota, Vermont, Virginia, West Virginia and Wisconsin, and employees working at the FAA’s Eastern Regional Office as well as in facilities in Europe and Africa.

Since 1977, the Professional Aviation Safety Specialists (PASS) has represented more than 11,000 employees of the Federal Aviation Administration (FAA) and Department of Defense (DoD) who install, maintain, support and certify air traffic control and national defense equipment, inspect and oversee the commercial and general aviation industries, develop flight procedures, and perform quality analyses of complex aviation systems used in air traffic control and national defense in the United States and abroad.

PASS members serve as liaisons or subject matter experts on a variety of FAA projects, allowing frontline workers to improve the aviation system. Nearly 900 million air travelers fly throughout the U.S. each year and PASS-represented employees take their work seriously as lives are literally at stake if they don’t. And PASS members are honored to have opportunities to have a direct impact on aviation. As the demand for air travel increases, so does the need to maintain the highest level of safety, integrity and reliability of the National Airspace System (NAS). From inspectors who ensure industry compliance with FAA safety standards to systems specialists who protect the safety and efficiency of critical aviation systems, PASS members are focused on safety, every step of the way.
