PASS collective bargaining agreements—called CBAs or contracts—establish the ground rules for workplace guidance, policies, grievance procedures, leave, professional development opportunities and more. And unlike unions at most federal agencies, PASS can bargain over pay for FAA employees.

PASS currently represents employees in Mission Support Services, Flight Program Operations, and Department of Defense. Internally, the employees in these groups are in PASS Region V. The regional vice president (RVP) of Region V and National Mission Support Services Representative is Bob Abbott, an FAA employee in Aeronautical Information Services (AJV-5). As the Region V vice president, Bob will be representing you on the PASS Executive Board. The RVP is elected every three years by the membership they represent.

The Federal Labor Relations Authority (FLRA) is a quasi-judicial body created by the Civil Service Reform Act of 1978, commonly known as the Federal Service Labor-Management Relations Statute. The statute allows non-postal federal employees to organize, collectively bargain, and participate in labor organizations through the employees own free choice.
