PASS was busy in 2019 as we focused on fighting for federal workers and increased safety throughout the aviation system. PASS testified twice before Congress on issues important to our members and helped amplify the voices of employees on the front lines of aviation. Increasingly, decision makers are looking to PASS for expert opinions and guidance as they consider changes to the aviation system.
PASS relies on a strong political action committee (PAC) to fight for our members and make sure we are supporting those who support us. Our ask is simple and consistent: fight for federal employees and support aviation safety. Now, more than ever, it is critical that we have the resources to ensure PASS members have a seat at the table where decisions are being made. The union strives to find common ground and work across the aisle on all of our legislative issues. A healthy PAC allows us to build and foster meaningful relationships with those in power who are making decisions every day that directly impact PASS members.
In 2019, PASS members contributed $203,276 to the PAC fund. During the year, the PAC contributed $217,500 to 86 congressional candidates and committees.
2019 in Review
Unfortunately, 2019 began with the longest partial government shutdown in history as PASS members at the FAA were forced to work without pay while others were furloughed. As the shutdown dragged on for 35 days, PASS ramped up its efforts both on and off Capitol Hill. The union urged lawmakers to come to an agreement to end the shutdown and ensure all federal employees were paid in a timely manner. Shortly after the government reopened, National President Mike Perrone testified before Congress on the harmful impacts of the shutdown on federal workers and on the safety of the aviation system. PASS worked with congressional leaders on legislation to protect FAA employees in the event of another government shutdown. As a result, the Aviation Funding and Stability Act was introduced in the House and Senate which would make sure FAA employees are paid if there is a shutdown by accessing funds in the Airport and Airways Trust Fund.
In March, as the result of two crashes that took the lives of 346 people, the FAA grounded the Boeing 737 Max 8 aircraft. As multiple investigations were launched, it became increasingly clear that there were major gaps in the certification of the aircraft and the focus shifted to the FAA’s program to delegate authority to industry. Congress is now looking at ways to bring delegated work back into the FAA, a move that PASS has long advocated for. In July, the union was called to testify again before Congress on the safety of the aviation system in light of the grounding. PASS is currently working closely with lawmakers from both parties on legislation to increase the level of safety and oversight within the certification process.
Throughout the year, PASS advocated for federal employees working under an administration that continues to propose cuts to federal pay and benefits and attack federal labor unions. The administration’s fiscal year (FY) 2020 budget proposal once again included cuts to federal pensions while requiring employees to contribute more, proposed the shortening of the federal firing process and cut federal retirement cost-of-living adjustments. PASS fought alongside other members of the federal employee community to keep these attacks at bay, but the battle is far from won. Similar proposals were included in the recently released FY 2021 budget blueprint.
With a bold legislative agenda ahead and new challenges around the corner, it is imperative that PASS maintains a strong PAC to remain engaged with policy makers. Your donations ensure that the union can share your story directly with political leaders, regardless of party affiliation. The access provided by your donations ensures that members of Congress better understand the threats posed to our country by outlandish attacks on federal employees, labor unions and aviation safety.
