Section 804 Representative Needed

PASS is seeking a representative from its ATO membership to serve on both the Analysis and Implementation work groups, in accordance with Section 804 of the FAA Modernization and Reform Act of 2012 (“Consolidation and Realignment of FAA Services and Facilities”).

The Section 804 collaborative workgroups conduct ongoing analysis of air traffic control facilities by gathering and reviewing operational and technical requirements for facilities undergoing analysis, considering existing agency assets and inventory, considering workforce impacts, gathering, and evaluating stakeholder input, and estimating costs and benefits of potential realignments. Both PASS and NATCA have representatives on the workgroups.

The candidate for this position should have an understanding on the function of TRACONs and the workings of the NAS and air traffic control system. They should also have the ability to:

  • Understand business case methodology
  • Work independently and represent PASS priorities
  • Represent PASS in high stress situations involving group disagreements
  • Work actively in a collaborative environment.
  • Coordinate local PASS work groups
  • Speak in front of large groups.
  • Brief PASS senior leadership
  • Brief senior FAA leadership and members of Congress

This work is conducted on official time and travel is paid by the agency. It will require a significant amount of time traveling and working on Zoom calls. Work on each group will require up to 50% official time.

This is an excellent opportunity to represent PASS and to look out for bargaining unit employees’ best interests as the FAA gives consideration to consolidating or realigning facilities.
