AVS CBA Travel Rules for Return-to-Office

I wanted to follow up on the message you received from PASS on Friday afternoon regarding the FAA’s implementation of the full-time, in-person, in-office presence or Return-to-Office (RTO) policy.

The agency is now imposing a change in long ago implemented workplace flexibilities on you by directing you to report in person regularly and routinely to a facility for your assigned duties. This is solely an FAA decision influenced by executive orders and DOT guidance. Nothing has been agreed to by PASS.

FAA Facilities & Engineering Services Releases New 10-Year Strategic Plan

The FAA’s Facilities & Engineering Services (AJW-2) recently launched its new 10-year strategic plan, a collaborative effort between FAA management and labor unions PASS and NATCA.

Strategic Vision 2035 builds on the 2018 AJW-2 Strategic Plan and the 2021 update by incorporating input from external stakeholders and partner organizations within the FAA. The plan also integrates lessons learned from the implementation of strategic initiatives over the past five years.

“I joined the Strategic Planning Team to make sure our voice was heard,” said Dave Gorton, an electronics technician and PASS representative on the Team. “When I first got there, they made clear right away that we are all equals in that environment. The great thing was they really listened and took our input seriously.”

The new plan puts increased focus on improving workplace culture as well as finding better ways to integrate useful technologies into everyday work.

The Importance of PPE: A Cautionary Tale

This week, Scott Claycomb, Jacksonville ARTCC ESU Safety Rep, and his friend, Travis Stratmann, spoke to employees on the importance of wearing proper protective equipment on the job.

Stratmann, an employee of the Jacksonville Electric Authority, was involved in an arc flash incident earlier this year. According to the National Fire Protection Association, electric arcs usually form as a result of a number of factors, such as high voltages or currents, moisture content, and damaged or degraded insulation. ‘Arc flash’ describes the intense light and heat generated during electric arcing.

Since its early days as a union representing technicians at the Federal Aviation Administration (FAA), PASS has been a member of the International Federation of Air Traffic Safety Electronics Associations (IFATSEA). IFATSEA is the authoritative voice on the competence of air traffic safety electronics personnel. Using its strong global network, the organization actively contributes to the improvement of air traffic safety performance worldwide. PASS is currently represented by Carlos Aguirre, the IFATSEA Vice President and Pat Delaney, the International Civil Aviation Organization (ICAO) liaison.

Partial Settlement Agreement: Overtime Pay for SECMs

PASS filed overtime claims last year with the Office of Personnel Management (OPM) regarding certain job series in ATO that the union believed were covered by the Fair Labor Standards Act (FLSA) and therefore, entitled to time-and-a-half pay for overtime. PASS prevailed in its efforts and has reached a partial settlement agreement with the FAA. Employees in certain job series in Environmental and Occupational Safety and Health will receive back pay for work performed during the coronavirus pandemic.
