ATSS 2101 Volunteers Needed; Competency Model

PASS Regions I, II and III are currently seeking volunteers to participate in virtual workshops for the development of airway transportation systems specialist (ATSS) comprehensive competency model for the 2101 series. Volunteers participating in the virtual workshops will remain at their current location on duty time as subject matter experts (SMEs) and will record their time that way.

The FAA is working with the Civil Aerospace Medical Institute (CAMI) to develop a competency model for the ATSS FV-2101 job, generalizable across non-supervisory roles and organizations/work sites. Competencies are the collection of measurable knowledge, skills, abilities, or other characteristics needed to successfully perform in work roles. This project will identify and document competency requirements across 2101 positions (F, G, H, I and J Bands) as well as unique to five disciplines: automation, communication, environmental, navigation and surveillance.

Workload Assessment Study

There is a proposal to gather real world data through a Workload Assessment Study (WAS) on preventative and restorative maintenance activities and equipment modifications. Having input from PASS experts on the concrete “hands-on” requirements of the operational NAS will enable a more accurate WAS and will be a vital component to defining the actual staffing levels needed to properly maintain the NAS.

PASS is seeking members to participate in this effort. Thirty facilities (FAC TYPE) have been identified as “most impactful” to the NAS. They are: ALS, ARSR6, ASR-8 w/Common Digitizer, ASR (ASR-7, ASR-7E5, ASR-7F, and ASR-8), BLDG, BUEC-ECS-RCAG-RCO-RTR, CHILR, CPDS (Type 1, 2 and 3; implementation Date 10/17/2018), CPDS ACEPS II, DME3, EADS, ELD, FDIOR, GS, LOC, MALSR, MX, NASEB, PAPI, RTDS, STARS, STARS ELITE, Kohler SX, Legacy SXs, TADS, TANK, TDDS, TOWB, VOR and VRS.

Section 804 Representative Needed

PASS is seeking a representative from its ATO membership to serve on both the Analysis and Implementation work groups, in accordance with Section 804 of the FAA Modernization and Reform Act of 2012 (“Consolidation and Realignment of FAA Services and Facilities”).

The Section 804 collaborative workgroups conduct ongoing analysis of air traffic control facilities by gathering and reviewing operational and technical requirements for facilities undergoing analysis, considering existing agency assets and inventory, considering workforce impacts, gathering, and evaluating stakeholder input, and estimating costs and benefits of potential realignments. Both PASS and NATCA have representatives on the workgroups.
